End-Term Review of TradeMark Africa’s Tanzania Country Programme Strategy 2

The Project at A Glance

The TMA Tanzania Country Programme Strategy 2 was implemented with funding from three donors including the Foreign Development Commonwealth Office (FCDO), the Embassy of Ireland and the Embassy of Norway. The Grant Agreement between the Embassy of Norway and TMA calls for an end-term review of the Tanzania Country Programme. The end-term review will therefore assess TMA’s work in Strategy 2 in Tanzania, from July 2017 to June 2023, focusing on results achieved, effectiveness, and sustainability.

What We Found

During the Strategy 2 programme, from 2017 to 2023, TMA focused on facilitating intra-African trade and boosting Africa’s trade to the rest of the world through two main pillars namely reducing barriers to trade and improving business competitiveness. Specifically, TMA has been supporting Tanzania’s efforts to become a transport and trade hub in East and Central Africa by investing to increase the efficiency and productivity of the Dar es Salaam Port, Central Corridor and border posts and developing agriculture-related economic growth along the Dar/SAGCOT corridor to Zambia. TMA also supported the country by facilitating infrastructure development, automation of trade processes, policy reforms and capacity development that together contribute to a reduction of barriers to trade. In addition to the trade environment, TMA supported private sector development, working closely with such organisations as the Tanzania Private Sector Forum (TPSF), Tanzania Horticultural Association (TAHA), Tanzania Women Chamber of Commerce (TWCC), and Equality for Growth (EfG).

Our Strategy and Impact

The ETR was undertaken based on the six criteria of the Organisation for Economic Cooperation and Development (OECD) Development Assistance Committee (DAC) Network on Development Evaluation: Relevance, Coherence, Effectiveness, Efficiency, Impact and Sustainability. A key focus of the review involved the analysis of the impacts of COVID-19 on programme delivery as well as alignment with TMA country programmes in neighbouring countries. The insights and recommendations from the ETR will inform the programming under Strategy 3 to further strengthen Tanzania’s position as a regional trade hub while ensuring that trade remains inclusive.
