Public-Private Consultation and Collaboration in Vietnam

The Project at A Glance

International Economics, in consortium with KTP Investment & FTA Consult Co., Ltd., assisted the Government of Vietnam in creating an effective public-private collaboration mechanism for trade policy and export promotion by reviewing international best practices and designing a tailored model.

The project was part of the Expert Deployment Mechanism for Trade and Development (EDM) program, funded by GAC and implemented by Cowater International.

What We Found

In order to fully harvest the benefits of the CPTPP, the Government of Vietnam sought to establish a mechanism for effective, ongoing, public-private collaboration on trade policy and export promotion. This mechanism involved all levels of government and a broad range of private sector actors, tailored to the specific needs of strategic industry sectors. As a first step, the Ministry of Industry and Trade (MOIT) requested technical assistance to study international models and design a Vietnam-specific approach. In this context, International Economics examined international models for public-private collaboration to identify best practices and design a model adapted to the needs and circumstances of Vietnam. The findings, presented in a research paper, informed the launch of a pilot ecosystem in the seafood sector, a key area for trade growth.

Our Strategy and Impact

Despite 20 FTAs, Vietnam’s FTA impact remains limited, with only 6.3% of exports using CPTPP preferences in 2023. To address this, the MOIT aimed to develop a structured public-private collaboration model to enhance coordination, engagement, and policy follow-up. Our Team focused on two key components, starting with studying international best practices in public-private collaboration models and analysing successful frameworks from countries. This included a thorough desk study and survey of various official documents, reports, and publications produced by the national governments and relevant international donors, such as the World Bank, the Asian Development Bank (ADB), the International Trade Center (ITC), etc., as well as government agencies (Canada, the United Kingdom, China, India, Thailand) for the development of the research paper on public-private collaboration models on trade policy and export promotion, including recommendations on best-suited model(s) for Vietnam.
