The European Union has cooperated with the SADC Secretariat in the area of regional economic development and regional integration. However, SADC’s capacity to absorb the resources proved to be limited, with some of the projects facing significant decommitments of the allocated funding. Therefore, an alternative approach was adopted through the “Contribution Agreements” so that SADC can make the most of the assistance provided. International Economics Consulting Ltd. provided backstopping support and technical advice to a team of 5 resident key experts, supported by a pool of short-term experts.

The Project at A Glance
What We Found
The Regional Economic Integration Support (REIS) programme is recognised as one of the EU’s first Contribution Agreements with the SADC Secretariat. It was designed to assist SADC in implementing its mandate with regard to regional integration in the economic and trade sectors. The programme aimed to therefore strengthen the capacity of the Trade, Industry, Finance and Investment Directorate of SADC to facilitate the implementation of elements of the FIP and Trade Protocols; conclude the negotiations for the Trade in Services Protocol; conclude and implement the SADC EPA with the EU, and to strengthen overall programme coordination and results-oriented performance management.

Support to the REIS, under the scope of this project, was structured around four key areas namely:
- Support for the implementation of the Finance and Investment Protocol
- Support for the implementation of the regional trade agenda
- Support for the Negotiation and Implementation of the EU-SADC EPA
- Support for the effective management and implementation of the REIS Programme
