SADC Regional Data Strategy and Action Plan

The Project at A Glance

Data has been increasingly driving digital and technological transformations by fuelling new business models. International Economics is supporting the Southern African Development Community (SADC) towards the development of a regional data strategy and action plan to domesticate the AU Data Policy Framework within the SADC region and its member states. The project is funded by the German Federal Ministry for Economic Development (GIZ).

What We Found

Data is a key driver of digital transformation and innovation, with technologies such as Artificial Intelligence (AI), the Internet of Things (IoT), and cloud computing reshaping how data is handled worldwide. Effective policies are needed to balance economic benefits with privacy risks. Diverse ICT development and regulations in SADC hinder data governance harmonisation, risking economic integration and cross-border digital trade growth. Unified, balanced data laws are therefore vital to ensure secure data flows while safeguarding privacy and security.

International Economics is supporting the SADC Secretariat in developing the SADC Regional Data Strategy and Action Plan. The task will involve three main activities: analysing current data governance policies in the region; gathering input from stakeholders at both regional and member state levels; and defining a clear vision with strategic priorities to create a coherent, harmonised approach.

Our Strategy and Impact

The Team will lead research and stakeholder engagement to support the development of the SADC Regional Data Strategy and Action Plan. This will include analysing data governance gaps and opportunities for harmonisation with AU and global standards, and assessing best practices in the digital economy, cross-border data flows, and emerging technologies. Aligned with the African Union Data Policy Framework, the strategy will promote a resilient, inclusive data ecosystem through multi-stakeholder engagement, data interoperability, personal data protection, secure cross-border governance, open data access, and strengthened regional capacity and oversight.
