The Project at A Glance

The European Union (EU) has been a critical trading partner for the Eastern and Southern Africa region, as well as a major development partner. In this context, International Economics (IEC) is providing the ESA5 partners with a comprehensive and transparent database showcasing the EU’s development support relating to Aid for Trade.

The project is being implemented under the TPSDE Facility II, funded by the European Commission.

What We Found

The interim Economic Partnership Agreement (iEPA) between Comoros, Madagascar, Mauritius, Seychelles and Zimbabwe (ESA5) and the EU represents a stepping stone in reinforcing the existing trade and economic relations amongst the contracting parties. Despite progress in negotiations, ESA5 partners have emphasized the need for greater support to address challenges and efficiently implement the commitments. The European Commission has highlighted the substantial support from the EU, but challenges remain, such as the lack of a unified database to collect information from all relevant EU actors and difficulties in presenting support linked to EPA implementation comprehensively. Therefore, International Economics’ team will provide the ESA5 partners with a comprehensive and transparent database showcasing full overview of EU’s (Commission, Member States and other financial actors) development support linked to the implementation of the areas of cooperation mentioned in the Economic Development Chapter and other thematic chapters of the EPA.

Our Strategy and Impact

Our team will develop a comprehensive and transparent database showcasing the EU’s development support relating to Aid for Trade. This database will cover various actors, including the EU itself, its Member States, and other institutions such as the European Investment Bank, the European Central Bank, and the European Investment Fund, as well as domestic export credit agencies and EU Member States’ development agencies.

The expected outcomes of the project are:

  • An effective and updated database on development support to ESA5 that can be easily maintained.
  • A presentation of the report during the 14th Round of Negotiations.
  • A template for the brochure with programmes / data collected and the 1st brochure.
  • Visualisations by donors, sectors, FTA categories and beneficiary countries.
  • Report describing the key findings and success stories.
